The Government of Barbados has received financing from the Inter-American Development Bank towards the cost of the Skills for the Future Program, and intends to apply part of the proceeds for consultancy services: Training of Core and Life Skills. The purpose of this consultancy is to strengthen the implementation of the Barbados Growth and Development Strategy 2013-2020 with specific emphasis on quality systems within our post-secondary institutions and provide developmental support for the implementation framework necessary to execute the National Human Resource Development Strategy 2011-2016.
Specifically, the consulting firm will seek to design a six (6) week workshop to train Heads of Departments of various disciplines from selected secondary schools to become the Trainer of Trainers in Core and Life Skills. The consulting firm will also seek to develop school based projects and relevant assessment methodologies to show how these Heads of Departments would have made innovative attempts to integrate gained knowledge into relevant school curricula. The disciplines of English, Mathematics, Home Economics, Social Studies, and Technical and Vocational Education will be targeted for the purpose of this consultancy.
The firm should comprise of the following individuals:
- Team Leader/Project Manager with Post-Graduate level training in Education, Sociology, Psychology or any other related social science, and a minimum of five (5) years’ experience in teaching core and life skills;
- Training Specialist with Post-Graduate Level training in education with a minimum of three (3) years’ experience in teaching core and life skills to students, and training teachers in core and life skills methodology;
- Curriculum Design Specialist with training in curriculum design and two (2) years’ experience in the integration of core and life skills methodology into secondary school curricula;
The firm should also possess consultants who have the assets:
- Experience in developing and managing the development of curricula.
- Knowledge of subject pedagogy
- Working knowledge in leading organisational change with preference to experience in curriculum review and revision
The Ministry of Education, Science, Technology and Innovation now invites firms to submit proposals along with a signed cover letter to the address below. Interested consulting firms must provide information indicating that they are qualified to perform the services. This information includes a brief on the business, including staffing, business structure, current markets and customer base, evidence of experience and capabilities, and evidence that all consultants have attained residency/citizenship from one of the IDB’s member countries. The Consulting Firm will be selected in accordance with the procedures set out in the Inter-American Development Bank: GN2350-9 - Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (March 2011 edition).
In assessment of submissions, consideration will be given to eligibility, technical competence, qualifications and experience on similar assignments, financial capability and existing commitments.

The Original and one (1) electronic copy of the Expression of Interest should be submitted to the second address below no later than 4:30 p.m., Wednesday, October 28th, 2015. The sealed envelope containing the submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services: Training of Core and Life Skills– GOB/IDB Skills for the Future Program”.
Following the assessment of submission, a short-list of not less than three (3) and not more than six (6) applicants, will be provided with full terms of reference, and invited to submit technical and financial proposals to undertake the assignment. The Government of Barbados reserves the right to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of the Expressions of Interest.
